تاثیر سیاست گذاری اتحادیه اروپا بر اقتصاد سیاسی کشاورزی در کشورهای عضو

پژوهش حاضر به بررسی تاثیر سیاست گذاری اتحادیه اروپا بر اقتصاد سیاسی کشاورزی کشور های عضو در دوره ???? تا ???? می‌پردازد. هدف اصلی تحقیق تحلیل نقش CAP در توزیع قدرت اقتصادی و رقابت‌پذیری کشورهای عضو و اثر آن بر امنیت غذایی و تعاملات بین‌المللی اتحادیه اروپا است. این پژوهش از نظر هدف در زمره مطالعات کاربردی و از نظر ماهیت، تبیینی محسوب می‌شود. داده‌ها و شواهد مرتبط با CAP و پیامدهای اقتصادی و سیاسی آن گردآوری و سازمان‌دهی شده و روابط علّی میان متغیرهایی مانند توزیع قدرت اقتصادی و رقابت‌پذیری کشورهای عضو با استفاده از چارچوب نظری اقتصاد سیاسی بین المللی گیلپین و حکمرانی چندسطحی هوگه و مارکس تحلیل شده است. روش گردآوری داده‌ها بر اساس اسناد و منابع کتابخانه‌ای و ثانویه شامل گزارش‌های کمیسیون اروپا، آمارهای یورواستات، گزارش‌های سازمان‌های بین‌المللی و مقالات علمی معتبر است. تحلیل پژوهش بر رویکرد ترکیبی مبتنی بر تحلیل تطبیقی میان کشورهای عضو و سایر قدرت‌های اقتصادی و ردیابی فرآیند تحولات CAP از اصلاحات مک‌شری تا سیاست‌های زیست‌محیطی «توافق سبز» متمرکز است. یافته‌ها نشان می‌دهد CAP جایگاه رقابتی کشورهای قدرتمند را تقویت کرده، به توازن قدرت اقتصادی درون اتحادیه کمک کرده و نقش مؤثری در امنیت غذایی و تعاملات بین‌المللی ایفا کرده است. این پژوهش تصویری جامع از ابعاد اقتصادی و سیاسی CAP در یک چارچوب چندسطحی ارائه می‌دهد و اهمیت آن را برای تصمیم‌گیری‌های اقتصادی و سیاست‌گذاری منطقه‌ای روشن می‌کند.

Abstract

The present study examines the impact of European Union policymaking on the political economy of agriculture in member states during the period ۲۰۱۰–۲۰۲۵. The main objective of the research is to analyze the role of the Common Agricultural Policy (CAP) in the distribution of economic power, member states’ competitiveness, and its effect on food security and the EU’s international interactions. From the perspective of research purpose, this study is applied, and in terms of nature, it is explanatory. Data and evidence related to CAP and its economic and political consequences were collected and organized, and causal relationships among variables such as economic power distribution and member states’ competitiveness were analyzed using Gilpin’s International Political Economy framework and Hooghe and Marks’ Multi-Level Governance theory. Data collection was based on library and secondary sources, including European Commission reports, Eurostat statistics, international organizations’ reports, and peer-reviewed scientific articles. The analysis employed a mixed approach focused on comparative assessments among member states and other economic powers, tracing CAP developments from the McSharry reforms to the environmental policies of the “Green Deal.” Findings indicate that CAP has strengthened the competitive position of powerful states, contributed to the economic power balance within the Union, and played a significant role in food security and international interactions. This study provides a comprehensive picture of the economic and political dimensions of CAP within a multi-level framework, highlighting its importance for economic decision-making and regional policymaking.
