چکیده
پژوهش حاضر با هدف واکاوی نحوهی شکلگیری و تداوم سیاستگذاری جزیرهای در وزارت راه و شهرسازی و بررسی اثر آن بر ناکارآمدی اجرای سیاستهای مسکن در دولتهای نهم و سیزدهم انجام شده است. این پژوهش با رویکرد کیفی و به روش تحلیل مضمون صورت گرفته و دادههای آن از طریق مصاحبهی نیمهساختاریافته با مدیران و کارشناسان حوزهی مسکن و شهرسازی گردآوری شده است. تحلیل دادهها منجر به شناسایی هشت مضمون فراگیر در سه سطح ساختاری، نهادی_رفتاری و سیاستی گردید. یافتهها نشان داد که در غیاب صورتمسئلهی مشترک میان معاونتها، شرکتها و سازمانهای تابعهی وزارتخانه، هر بخش با برداشت خاص خود از مسئلهی مسکن عمل کرده است؛ امری که به تداخل مأموریتها، موازیکاری و کاهش کارایی نهادی انجامیده است. همچنین، ضعف شفافیت اطلاعاتی، منافع بخشی، و ناپایداری سیاستی، تداوم این وضعیت را تقویت کردهاند. برآیند تحلیلها نشان میدهد سیاستگذاری جزیرهای یکی از دلایل مؤثر در ناکارآمدی سیاستهای مسکن ایران است که در تعامل میان ساختارهای پراکنده، رفتارهای رقابتی و ناپایداری تصمیمگیری شکل گرفته و بازتولید میشود. رفع این وضعیت مستلزم شکلگیری درک مشترک از مسئلهی مسکن، بازتعریف مأموریتها و استقرار سازوکارهای هماهنگی پایدار در سطح وزارتخانه است.

Abstract
This study explores the formation and persistence of siloed policymaking within Iran’s Ministry of Roads and Urban Development, and examines its impact on the ineffective implementation of housing policies across the ninth to thirteenth administrations. Using a qualitative approach and the thematic analysis method, data were gathered through semi-structured interviews with managers and experts in housing and urban development.
The analysis identified eight overarching themes across three dimensions: structural, institutional–behavioral, and policy-related. The findings reveal that, in the absence of a shared problem definition among the ministry’s deputy offices, affiliated companies, and subordinate organizations, each entity has acted based on its own interpretation of the housing issue. This fragmentation has led to overlapping mandates, redundant activities, and a decline in institutional efficiency.
Furthermore, limited information tra arency, sectoral self-interest, and policy instability have reinforced the continuation of this condition. Overall, the results suggest that siloed policymaking is one of the main factors contributing to the inefficiency of Iran’s housing policies. It emerges and is continually reproduced through the interaction of disjointed organizational structures, competitive behaviors, and unstable decision-making processes.
Addressing this problem requires developing a shared understanding of the housing issue, redefining institutional missions, and establishing sustainable coordination mechanisms across the ministry.
