چکیدهبحث خلع سلاح و کنترل تسلیحات یکی از مواردی است که می تواند در راستای امنیت بینالمللی موثر واقع شود؛ اما از آنجایی که در عرصه بینالمللی معاهدات مرتبط با بحث کنترل تسلیحات از سوی قدرتهای جهانی و در راستای منافع ملی آنها شکل گرفته است، ضروری است تا به عملکرد خلع سلاح و کنترل تسلیحات این قدرت ها پرداخته شود. از جمله مهمترین قدرتهای بزرگ که در این رهگذر کنشگری فعال داشته و دارد، کشور آمریکاست که اقدامات و سیاستهای این کشور در دودهه اخیر نیز در این زمینه تعیین کننده و اثرگذار بوده است. ازاینرو پژوهش حاضر قصد دارد تا به رویکرد کنترل تسلیحات ایالت متحده آمریکا در دولت ترامپ و بایدن بپردازد تا با مقایسه رویکرد ایالات متحده آمریکا در دوران ترامپ و بایدن در اینخصوص، راهبرد تداوم و یا تغییر را در رویکرد این دو دولت شناسایی کند. پرسش اصلی این پژوهش این است که سیاست کنترل تسلیحات آمریکا در دورهی ترامپ در مقایسه دورهی بایدن چه وجوه تشابه و تفاوتی دارد؟ بر اساس مطالعات انجام شده، فرضیه اصلی تحقیق این است که سیاست کنترل تسلیحاتی آمریکا در دورهی ترامپ بر اساس تقابل با نظام بینالمللی و تمرکز بر اقتصاد داخلی بوده، درصورتی که از ابتدای دوره بایدن رویکرد کنترل تسلیحاتی این کشور بر اساس تعامل با نظام بینالملل و توجه به نهادهای بینالمللی پیگیری شده است. این پژوهش از نظر نوع، پژوهشی کیفی است و از حیث تجزیه و تحلیل داده‌ها، با روش مقایسهای - تبیینی صورت می‌گیرد و روش جمعآوری دادههای آن کیفی از نوع کتابخانهای است. به منظور آزمون مدعای فرضیه اصلی که به دنبال نشان دادن تداوم یا تغییرات رویکرد از دوران ترامپ تا بایدن در زمینه کنترل تسلیحات است. در این تحقیق، اصول، اهداف و رویکرد آمریکا در زمینه نظامی – امنیتی در دوران ریاست جمهوری ترامپ تا بایدن مورد بررسی قرار گرفته است.

AbstractThe discussion of disarmament and arms control is one of the things that can be effective in the direction of international security; But since the treaties related to the arms control debate have been formed in the international arena by the world powers and in line with their national interests, it is necessary to look at the disarmament and arms control performance of the United States of America in the Trump administration and We have to pay. Therefore, in the current research, we will compare the approach of the United States of America during the era of Trump and Biden towards arms control in order to identify the strategy of continuity or changes in the approach of the two governments. The main assumption of the research is that the US arms control policy in the Trump era was based on confrontation with the international system and focusing on the domestic economy, while since the beginning of the Biden era, the arms control approach of this country is based on interaction with the international system and attention It has been followed up to international institutions. In terms of data analysis, this research is done with a comparative-explanatory method, and the data collection method is a library type. In order to test the claim of the main hypothesis, which seeks to show the continuity or changes in the approach from Trump to Biden in the field of arms control; in this research, the principles, goals and approach of the United States in the military-security field during the presidency of Trump to Biden are examined.
